Vanguard Brokerage does not allow purchases in OTC securities except for some American Depositary Receipts (ADRs). Eligible ADRs must have a sustained market capitalization in excess of $300 million and be current with exchange disclosure requirements as defined by OTC Markets Group (otcmarkets.com) as a minimum standard.
